ADVI Analysis: MACPAC March 2024 Meeting

MACPAC held a meeting March 7-8 (link). The following relevant topics were discussed:

Key takeaways from the March meeting include:

  • Proposed Recommendation for Improving the Transparency of Medicaid Financing  
    • Commissioners were generally supportive of the proposed recommendations for increasing transparency of Medicaid financing methods, state-level financing amounts, and provider-level financing amounts. Discussion was focused on asking clarifying questions.  
  • Optimizing State Medicaid Agency Contracts: Policy Options   
    • While commissioners recognized the benefits of each proposed recommendation, many noted that the practicality of implementation may be more difficult due to differing state infrastructures and initiatives. Some commissioners requested to clarify language in the second policy recommendation. 
  • Themes from Expert Roundtable on Physician-administered Drugs
    • Commissioners were interested in relevant stakeholder’s indications towards interest in policies relating to expensive therapies, specifically with interest in CMMI’s CGT Access Model. Other interest was expressed in Value-Based (or outcomes-based) Arrangements, particularly with general interest among stakeholders’ perspectives on these contracts. 
  • Medicare Savings Programs: Enrollment Trends
    • Based on the study conducted with data from 2010-2021, Medicare Savings Programs are growing in enrollment at a steady 3% annual rate. Commissioners were interested in end-of-year enrollment trends and urban/rural enrollment disparities.
