ADVI Analysis: MACPAC October 2024 Meeting

Key takeaways from the October meeting include:

  • Staff presented research related to Medications for Opioid Use Disorder (MOUD) and factors affecting access to MOUDs. Commissioners directed staff to conduct further research on parity rules, the rates at which substance abuse providers are paid, and whether there was a connection between Medicaid expansion states and overdose rates.
  • Staff and panelists discussed research regarding Medicaid Continuous Eligibility and Enrollment (CE) periods for covered children. Commissioners asked staff for additional research on health literacy and said they want to improve Medicaid care delivery.
  • Staff presented interview and focus group findings on care transitions for Children and Youth with Special Health Care Needs (CYSHCN). Commissioners requested additional research on possible ways to improve the program. Staff noted that they may present policy options at the December 2024 MACPAC meeting.
  • Staff provided an overview of trends related to Directed Payments in Medicaid Managed Care. The Commissioners asked staff to monitor direct payment arrangements and provide more research on Medicaid hospital payments across states.
