    • Commissioners were generally supportive of the recommendations to update payment by half of the projected increase in Medicare Economic Index and establish add-on payments for services furnished to low-income beneficiaries.

    • MedPAC staff looked at hospital payment rates and how they related to access for beneficiaries.
    • Most commissioners reluctantly agreed to the recommendation to maintain payments high enough to ensure beneficiaries’ access but low enough to be close to hospitals’ cost of providing care to ensure value.
