Norris Turner, PharmD, PhD

Norris Turner is the president and CEO of Turner Healthcare Quality (THCQ) Consulting, Inc., a consultancy that aids biopharmaceutical companies in understanding market dynamics, optimizing evidence generation and market access strategies, and enhancing collaboration with healthcare providers and payers. THCQ Consulting focuses on biopharma clients’ business results by way of improving patient outcomes, enhancing patient and provider experiences, reducing healthcare costs, and promoting health equity. Norris is instrumental in leading THCQ Consulting, driving client interactions to tackle complex biopharmaceutical sector challenges and achieve business objectives.

Dr. Turner has an extensive background in healthcare quality involving various payer channels, healthcare providers and systems, all pharmacy areas, and engagement with significant governmental entities such as the Centers for Medicare & Medicaid Services and the Defense Health Agency. His expertise encompasses quality measurement, value-based care, health equity, and health data interoperability.

Before establishing THCQ Consulting, Inc., Dr. Turner accumulated two decades of experience in the biopharmaceutical industry, holding key executive roles at Pfizer, Purdue Pharma, and Johnson & Johnson, with a focus on clinical development, medical affairs, and healthcare quality/market access. He also served as a senior executive at the Pharmacy Quality Alliance (PQA), a non-profit quality measure development organization in Washington, D.C.

Dr. Turner earned doctoral degrees in clinical pharmacy (PharmD) from the University of Michigan and pharmaceutical chemistry (PhD) from the University of California, San Francisco. He completed a postdoctoral research fellowship in molecular pharmacology at Stanford University School of Medicine and received a Health Policy Educational Certificate from Thomas Jefferson University School of Population Health. He currently sits on the Board of Directors for the National Transitions of Care Coalition (NTOCC) and Seguridad.

Residing in Yardley, Pennsylvania with his wife and their three adult children who live in the area, Norris has recently transitioned from avid running to walking and other fitness activities. He enjoys spending quality time with his family and friends, discussing a variety of topics, traveling, hiking, and reading and studying the Bible.
